For months Ly Yong Phat, aka “King of Koh Kong“, illegally dug sand from the river Tatai. In these days one of his excavators have paralyzed the power supply to the province capital.

So far, neither Ly Yong Phat nor his LYP Group have made a public statement about the power outage and its fatal consequences for small enterprises and the local tourism industry.

Ly Yong Phat is also CPP Senator and a good friend of leading government officials in Phnom Penh.
